Please note that some of the new features introduced in iOS 9 will be available only on newer hardware. For instance, the some of the latest multi-tasking features will remain limited to the iPad Air 2 or newer, and the older iPad models or any of the iPhone models will not get those features, at least as of now. This is applied to many of the iOS 9 features, though most of them seem to be universal to all the Apple devices, like the performance and battery life should improve equally on every device which gets the iOS 9 update. If you are wondering why your device was not included in the above list, it is purely because older devices have performance limitations, while the newer devices come with better hardware resources and faster processors.
